HSPS 113 - Disaster Exercise Program Design

Introduces students to the fundamentals of exercise design and to prepare you to design and conduct a small functional exercise. The concept of the Exercise Design Course is based on one important premise: emergency exercises are worth the effort. Experience and data show that exercises are a practical, efficient, and cost-effective way for a community to prepare for disasters. It includes the value of conducting exercises, the components of a comprehensive exercise program, and the exercise development process development tasks, organization of the design team, exercise documentation, and the steps in designing an exercise. Covers the purpose, characteristics, and requirements of three main types of exercises, table top, functional, and full scale exercises and the evaluation of the exercise.
MAJOR COURSE LEARNING OBJECTIVES: Upon successful completion of this course the student will be expected to:
- Describe the regulatory requirements pertaining to an exercise program.
- Perform a needs assessment.
- Develop a comprehensive exercise program plan.
- Review current exercise plans.
- Assess capability to conduct an exercise.
- Develop costs and liabilities.
- Assemble a design team.
- Determine how a functional exercise works.
- Design a functional exercise.
- Describe full-scale exercise roles.
- Design a full-scale exercise.
- Describe special considerations.
- Describe the Homeland Security Exercise and Evaluation Program.
