LOGM 232 - Federal Supply and Government Purchasing

A study of the government’s basic procurement or acquisition process. Topics covered include identifying the goods and services it needs (also known as the agency’s “requirements”), determining the most appropriate method for purchasing these items, and carrying out the acquisition. Also discussed are cataloging, ordering, repairable and consumable supply chains, Life Cycle Material Command (LCMC) roles and responsibilities (NAVSUP, CECOM, AFMC).
MAJOR COURSE LEARNING OBJECTIVES: Upon successful completion of this course the student will be expected to be able to:
- Demonstrate the ability to write a statement of work in accordance with military handbook MIL-HDBK-245D.
- Demonstrate the ability to verbalize and document contractual outcomes that result in measurable contractor performance.
- Define contract types and differentiate appropriate use of each.
- Describe the use of Data Item Descriptions (DIDs) and demonstrate the ability to complete Department of Defense (DD) Form 1423 - Contract Data Requirements List (CDRL)
- Reference the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation (DFAR).
- Compare commercial products to developmental products in accordance with the DFAR.
- Discuss performance-based contracts
- Explain the importance of rights in technical data in accordance with DFAR subpart 227.71 and relate to affordability and sustainability of DoD programs
- Show the relationship between a part number, national stock numbers and associated federal supply codes
- Restate the purpose of Supply Support in Accordance with the Provisioning, Allowance, and Fitting Out Support (PAFOS) instruction.
- Understand the milestones associated with the establishment of a DoD Supply Chain such as Material Support Date (MSD) and Initial Operating Capability (IOC).
- Demonstrate the ability to assign Source, Maintenance and Recoverability (SM&R) codes to repair parts
- Define the DoD’s 3 levels of maintenance
- Identify a Logistics Support Analysis (LSA) and a Level of Repair Analysis (LORA)
- State the purpose of an Allowance Parts List (APL) and Allowance Equipage List (AEL)
- Recall the purpose of Configuration Management and how it pertains to the sustainment of DoD systems
- Demonstrate the ability to interpret an Engineering Drawing with Parts List
