HSPS 170 - EPA Regulations

Provides a detailed study of the U. S. Environmental Protection Agency regulations pertaining to hazardous waste management, with an emphasis on the requirements of the Resource Conservation and Recovery Act of 1976, the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 and the Superfund Amendments and Reauthorization Act of 1986.

MAJOR COURSE LEARNING OBJECTIVES: Upon successful completion of this course the student will be expected to:

  1. Apply the principles of identification of hazardous waste and of determining amounts of hazardous waste in order to decide whether a solid waste must be regulated by EPA, and if so, to what extent the regulations apply.
  2. Identify the forms and record keeping requirements of EPA as well as their roles in “cradle-to-grave” management of hazardous wastes; additionally, obtain the special requirements of at least one state.
  3. Identify the regulations applicable to permitting requirements for Treatment, Storage and Disposal Facility (TSDFs), to the Resource Conservation and Recovery Act of 1976 (RCRA) enforcement programs, and to owners/operators of underground storage tanks (USTs).
  4. Identify the components of CERCLA and SARA, and distinguish CERCLA and SARA from RCRA.
  5. Describe the hazardous materials management programs associated with various federal acts (TSCA, FIFRA, CWA and CAA) and describe an example of a state administered hazardous materials program.
